Licensed Recruitment Agency in Pakistan for UAE Employers
Darul Ayesha is a government-licensed overseas employment promoter in Rawalpindi (BEOE licence OP&HRD/5147/RWP/2024) that recruits Pakistani tradesmen, drivers and technical staff for employers in the United Arab Emirates. We source candidates against your demand, trade-test them before you see a profile, get the demand approved by the Protector of Emigrants, prepare the visa documents and brief every worker on UAE law before departure.
Is Pakistan-to-UAE recruitment picking up again in 2026?
Yes. After two weak years, registrations are rising. Pakistan's Bureau of Emigration and Overseas Employment (BEOE) recorded 52,032 Pakistani workers for the UAE from January to September 2026, almost the entire 2025 total of 52,664, in nine months (BEOE reports and statistics).
| Period | Pakistani workers registered for the UAE |
|---|---|
| 2023 | About 230,000 |
| 2024 | 64,130 |
| 2025 | 52,664 |
| January to September 2026 | 52,032 |

The fall after 2023 came with stricter UAE screening and more refusals, even though UAE consular officials said publicly that there was no ban on Pakistani applicants (ProPakistani). Pakistan's ambassador in Abu Dhabi described two shifts at the time: the market now favours workers with proven skills, and the old habit of entering on a visit visa and converting it to a work visa no longer works the way it used to.
Our reading of those numbers is straightforward. UAE employers still hire Pakistanis at scale. The UAE holds about 4.48 million cumulative BEOE registrations since 1971, second only to Saudi Arabia. What stalls now is a file with an untested candidate or a missing document. A recruiter's real job in 2026 is to hand you a worker whose skill, police record and paperwork already hold up.
How does hiring a Pakistani worker for the UAE work, step by step?
Two governments approve every hire: MOHRE and ICP in the UAE, and BEOE with the Protector of Emigrants in Pakistan. This is the order things happen in for a worker recruited from Pakistan.
-
YouYou send the demand
Trades, headcount, monthly salary in AED, accommodation, food or allowance, working hours, contract length and target start date.
-
You + Dar Ul AyeshaDemand attestation and recruitment permission
Your demand letter and power of attorney are attested, then we apply to the Protector of Emigrants for permission to recruit against them. A licensed promoter shouldn't advertise your jobs before this permission exists.
-
You + Dar Ul AyeshaSourcing and trade testing
We shortlist candidates and test the construction and MEP trades at our NAVTTC-registered partner centre in Rawalpindi before profiles reach you. You or your representative interview and select.
-
YouMOHRE work permit
You apply online with UAE Pass. For Pakistani workers, MOHRE asks for a clear copy of both sides of the national identity card, and the worker can't hold another active work permit (Gulf News).
-
Dar Ul Ayesha + WorkerPolice character certificate
Since 20 July 2026, every Pakistani applying for a UAE work visa needs a police character (good conduct) certificate attested by the UAE Embassy in Pakistan (TechJuice). We start this early because it's now the step most likely to hold a file up.
-
YouEntry permit
Once MOHRE approves the work permit, ICP issues the employment entry permit.
-
Dar Ul Ayesha + WorkerBEOE registration and protector
The worker registers with BEOE, pays the government fees, is insured, and has the Foreign Service Agreement checked. We then run the pre-departure briefing on UAE law, labour rights and site safety.
-
You + WorkerArrival formalities in the UAE
The worker takes the medical fitness test and gives Emirates ID biometrics, and you apply for the residence visa, typically valid for two years. The MOHRE labour contract is finalised last (Dubai.ae).
Part of the UAE timeline is set by rule. The employment contract has to reach MOHRE within 14 days of the worker arriving on the entry permit, and the medical, Emirates ID and residence stamping must be finished within 60 days (Gulf News). The Pakistan side depends mostly on how quickly police certificates are attested and when test slots are free, so agree target dates with your recruiter once the demand is in.
We handle the Pakistan-side filings through our emigration processing service and prepare visa files through visa and documentation support.
Do Pakistani workers need a GAMCA (Wafid) medical for the UAE?
Every new UAE resident takes the medical fitness test after arrival. Whether a pre-departure Wafid medical (the programme formerly called GAMCA) is also needed in Pakistan is described inconsistently across sources, so we confirm it against your visa and demand before anything is booked. That way no worker pays for a test nobody asked for. Our GAMCA medical guide covers booking and validity.

Which workers can we recruit for UAE employers?
Most UAE demand from Pakistan sits in three areas: building construction, building services and maintenance, and transport. Here’s what we recruit and how each trade is checked before you interview.
| Trade | Typical UAE work | How we screen |
|---|---|---|
| Mason | Blockwork, plastering and finishing on residential and commercial sites | Practical trade test at our NAVTTC-registered partner centre |
| Steel fixer | Cutting, bending and fixing rebar for slabs, columns and foundations | Practical trade test |
| Shuttering carpenter | Formwork for concrete structures | Practical trade test |
| Electrician | Building wiring, distribution boards, maintenance | Practical trade test |
| Plumber | Water supply, drainage and sanitary fittings | Practical trade test |
| Painter | Interior and exterior finishing | Screening and interview against your job description |
| Drivers and equipment operators | Light and heavy vehicles, site plant | Screening and interview; UAE licence needed after arrival |
| Technical and admin staff | Supervisors, engineers, office roles | Executive search with interviews, reference and credential checks |

How do you spot authentic recruiting agencies in Pakistan for UAE jobs?
An authentic agency holds a valid BEOE licence, recruits only against demands the Protector has approved, sends workers on work visas rather than visit visas, and charges workers nothing beyond the government schedule.
- Valid BEOE licence
- Protector-approved demands
- Work visas, not visit visas
- Government-schedule fees only
Before choosing between recruitment agencies in Pakistan for UAE hiring, check these six things:
-
The licence is on BEOE's list
Search the licence number on BEOE's list of overseas employment promoters. Ours is 5147 (OP&HRD/5147/RWP/2024).
-
The licence isn't suspended or cancelled
BEOE posts suspensions, cancellations and penalties on its news updates page.
-
The demand has Protector permission
Ask which employer demand the job sits under and whether permission was granted.
-
The office is real
Visit it. Ours is at 50-A/2, Satellite Town, Rawalpindi, open Monday to Saturday.
-
The job is on a work visa
A "job" sold on a visit visa leaves the worker without a MOHRE work permit, and UAE law requires one before anyone starts work.
-
Fees match the schedule and come with receipts
Workers should pay only the BEOE amounts above.
These checks protect UAE employers too. An unlicensed agent can't obtain Protector permission, so a worker recruited that way can't legally leave Pakistan for your job. Our guide on how to verify a licensed OEP explains the BEOE search step by step.
What does UAE recruitment cost, and who pays?
The UAE rule is clear. Article 6(4) of Federal Decree-Law No. 33 of 2021 bars an employer from charging a worker recruitment or employment costs, directly or indirectly (Gulf News). A contract clause that says otherwise is void under Article 65(3). In practice the employer covers the work permit, entry permit, medical test, Emirates ID and residence visa.
On the Pakistan side, BEOE publishes a fixed schedule for anyone emigrating through a licensed promoter (BEOE fee structure):
| Item | Amount (PKR) |
|---|---|
| OEP service charges | 15,000(6,000 for processing cases) |
| Overseas Pakistanis Foundation welfare fund | 4,000 |
| Insurance premium | 2,500 |
| Registration fee | 500 |
| OEC fee | 200 |
| Total | 22,200 |
Anything a worker is asked to pay beyond this schedule, or any payment without a receipt, is a warning sign. Our fees page explains what each party pays. Employers can request a quotation for a specific demand through the manpower request form.
-
Licensed and verifiable
Our licence number appears on every page and can be checked on BEOE's register. See our licence details.
-
Tested before shortlisting
Masons, steel fixers, shuttering carpenters, electricians and plumbers complete a hands-on trade test in Rawalpindi before you see their profiles.
-
Emigration paperwork in-house
Demand attestation, Protector permission, BEOE registration and Foreign Service Agreement verification are handled by the same team that recruits.
-
Workers briefed before they fly
Each briefing covers UAE law and culture, workplace expectations, labour rights and HSE basics.
-
Based where the workers are
Punjab and Khyber Pakhtunkhwa supplied 85% of Pakistan's overseas registrations from January to September 2026, and Rawalpindi sits between the two.
-
Honest about vacancies
The roles on this page reflect typical UAE demand. They aren't a promise of open positions.

Send Your UAE DemandFrequently asked questions about UAE recruitment from Pakistan
Is there a ban on UAE work visas for Pakistanis?
No. UAE officials have said publicly that there’s no ban on Pakistani applicants. Screening is stricter, though: refusals rose in 2024 and 2025, and since 20 July 2026 an attested police character certificate is mandatory. BEOE figures show UAE registrations rising again in 2026.
Which emirates do you recruit for?
All seven. Mainland employers apply for work permits through MOHRE, while companies in a free zone apply through that free zone’s authority, so tell us which applies to you when you send the demand.
Can a UAE employer deduct visa or recruitment costs from a worker’s salary?
No. Article 6(4) of the UAE Labour Law prohibits charging workers recruitment or employment costs directly or indirectly, and Article 65(3) voids any contract term that conflicts with the law unless it’s more favourable to the worker.
Do Pakistani workers need a trade test for UAE jobs?
It depends on the employer’s requirement. We test masons, steel fixers, shuttering carpenters, electricians and plumbers at our NAVTTC-registered partner centre before candidates are shown to employers, so you interview people whose hands-on skill has already been checked.
What should a UAE demand letter include?
The employer’s name and trade licence details, trades and headcount, monthly salary in AED, accommodation, food or allowance, transport, working hours, contract duration and an authorised signature. The Foreign Service Agreement is drawn from these terms, so they need to be complete.
How long is a UAE residence visa valid for a Pakistani worker?
Typically two years, and the Emirates ID runs for the same period. Renewal needs a fresh medical test and a new MOHRE work permit.
How can I verify Dar Ul Ayesha’s licence?
