Recruitment Agency in Pakistan for Saudi Arabia: Licensed, Trade-Tested Workers
Dar Ul Ayesha is a government-licensed overseas employment promoter in Rawalpindi (licence OP&HRD/5147/RWP/2024) that recruits skilled and semi-skilled Pakistani workers for employers in Saudi Arabia. We source and screen candidates, test them practically in their trade, and handle the Pakistani side of the process: Takamol skill verification, the Wafid (GAMCA) medical, visa endorsement and Protector of Emigrants registration
Why do Saudi employers recruit from Pakistan?
Saudi Arabia is the largest employer of Pakistani workers by a wide margin. In 2025, BEOE registered 530,256 Pakistanis for jobs in the Kingdom, close to 70% of the 762,499 workers who went abroad that year (ProPakistani, citing BEOE data). Since 1971, Saudi Arabia has employed about 7.87 million registered Pakistani workers, more than half of everyone who has gone abroad through official channels.
Demand clusters in practical trades. BEOE's 2025 figures for all destinations show 465,138 labourers and 163,718 drivers, followed by technicians, electricians, masons and plumbers (Daily Pakistan, BEOE 2025 data). That mirrors what Saudi contractors ask us for most: site crews, finishing trades and drivers.
So finding candidates is rarely the hard part. Finding candidates who can do the job on their first day is. Under Article 40 of the Saudi Labour Law, the employer pays the recruitment fees, the iqama and work permit, and their renewals. A worker who arrives and can't perform costs you the visa, those fees and weeks of lost site time. Our process is built to catch that risk in Pakistan, before anyone boards a flight.
What does a licensed recruitment agency in Pakistan handle for a Saudi employer?
A licensed overseas employment promoter (OEP) connects your company to Pakistan’s emigration system. Every Pakistani worker going abroad for a job must have their foreign service agreement protected by the Protectorate of Emigrants, and an OEP processes your demand under the Emigration Ordinance 1979. Here’s how the work splits between your team and ours.
| Stage | Saudi employer | Dar Ul Ayesha (Pakistan) |
|---|---|---|
| Work visa | Obtains visa authorisation through Qiwa (Ministry of Human Resources and Social Development) | Reviews occupation titles, headcount and visa details against the trades you need |
| Demand and authority | Issues a demand letter and power of attorney (wakala) to the agency | Arranges attestation and obtains demand permission through the Protector of Emigrants |
| Candidates | Approves job description, salary and terms; interviews shortlisted workers if wanted | Sources, screens, interviews and practically tests candidates |
| Skill verification | Specifies the occupation on the visa | Registers candidates for Takamol SVP where the occupation requires it |
| Medical | None | Coordinates the Wafid (GAMCA) medical at an approved centre |
| Contract | Issues the employment contract on Qiwa | Checks the foreign service agreement matches the agreed terms |
| Visa stamping | None | Submits for visa endorsement; workers give biometrics at Etimad |
| Emigration | None | BEOE registration, insurance and Protector clearance for each worker |
| Departure and arrival | Confirms travel, airport reception and iqama | Pre-departure briefing and travel coordination |

Need a crew for a Saudi Arabia project?
Tell us the trades, headcount and start date. We will reply with candidate availability and a testing plan.
What is the Takamol test, and which workers need it?
Short answer: Takamol's Skill Verification Program (SVP) is a Saudi assessment of a worker's existing trade skills, delivered in Pakistan with NAVTTC as the implementing partner. It is mandatory only for occupations that Saudi Takamol has notified, and a worker in one of those occupations needs a pass before the work visa can proceed.
Saudi Arabia enforced the SVP from 1 July 2021, and Pakistan was the first country to sign the agreement (NAVTTC). NAVTTC now lists 108 approved trades across electrical, plumbing, HVAC, welding, construction, driving and hospitality groups.
USD 50, paid online at registration
The original passport is mandatory
Uploaded to the candidate's portal within 24 hours if passed
Takamol verifies skills only; it does not train workers or offer jobs
In January 2025, the Saudi Ministry of Human Resources extended its Professional Verification service to 1,007 professions, covering qualifications and experience (EY). If your visa is for an engineer, supervisor or specialist technician, ask us which route applies before you shortlist.
Our partner centre's test and Takamol answer different questions
Tells you whether a candidate is worth shortlisting.
Is the Saudi certification the visa needs.
Testing first helps you avoid sending candidates to a paid assessment they're unlikely to pass. Read more in our Takamol skill verification guide and on our trade testing service page.
How does recruitment from Pakistan to Saudi Arabia work, step by step?
Short answer: The Saudi employer obtains the work visa through Qiwa and sends a demand letter and power of attorney. The Pakistani agency gets demand permission, selects and tests workers, arranges Takamol verification and the Wafid medical, submits the visa for stamping, and registers each worker with the Protector of Emigrants before departure.
-
You + Dar Ul AyeshaVisa and requirement review
You share the visa authorisation from Qiwa, the occupation titles, headcount, salary, food and accommodation terms, and start date. We check that each occupation title matches the trade you actually need, because the occupation decides which tests apply.
-
You + Dar Ul AyeshaDemand letter and power of attorney
You issue both documents in Dar Ul Ayesha's name. We arrange attestation and apply for demand permission through the Protector of Emigrants, which Pakistani law requires before recruitment against your demand can start.
-
Dar Ul AyeshaSourcing and screening
We shortlist candidates who match the trade, experience and document requirements, check passports and certificates, and interview them.
-
Dar Ul AyeshaPractical trade test
Electricians, plumbers, shuttering carpenters, steel fixers and masons are tested hands-on at our NAVTTC-registered partner centre in Rawalpindi before you see their profiles. For drivers and mechanical trades, we check licences, driving and operating experience, and practical skill before shortlisting.
-
Dar Ul Ayesha + WorkerTakamol skill verification
If your visa occupation is on Takamol's mandatory list, candidates register on the SVP portal, pay the USD 50 fee and sit the assessment at an approved centre. Passing results reach the candidate's portal within 24 hours (NAVTTC).
-
Dar Ul Ayesha + WorkerWafid medical
Each selected worker completes the GCC medical, formerly known as GAMCA and now run through Wafid, at an approved centre. Reports have a limited validity window, so we time medicals close to visa submission.
-
You + Dar Ul Ayesha + WorkerContract and visa stamping
The contract is registered on Qiwa and accepted by the worker. We submit the file for visa endorsement, workers give biometrics at an Etimad centre, and the Saudi mission stamps the visa.
-
Dar Ul Ayesha + WorkerProtector and BEOE registration
Each worker registers with BEOE, pays the official emigrant fees and receives State Life insurance cover of Rs 1,000,000 valid for five years (BEOE). The Protector of Emigrants then clears the passport.
-
Dar Ul Ayesha + WorkerBriefing and deployment
Workers attend a pre-departure briefing on Saudi law, workplace rules and their rights, then travel on the agreed date. You receive the worker list and travel details in advance.
How long does it take?
It depends on four things:
- Where your visa stands when you contact us
- How many trades are in the batch
- Takamol test availability
- Embassy processing time
A single-trade batch with a ready visa moves faster than a mixed-trade project crew. After we review your visa, we send a written stage-by-stage schedule and update it if test-centre or embassy timings change.
Which trades do we supply for Saudi Arabia?
The roles below are typical of Saudi employer demand and the trades we test. They are not a list of current vacancies.
| Sector | Trades | How we check skills |

For whole-project crews, see construction recruitment from Pakistan. Need a trade that isn’t listed? Send us the occupation title on your visa and we’ll confirm whether we can source and test it.
Who pays what when hiring from Pakistan for Saudi Arabia?
Two sets of rules apply: Saudi labour law for the employer's costs, and BEOE's published fee schedule for the worker's costs in Pakistan.

What a worker pays through an OEP
Fees under the BEOE emigrant fee structure:
BEOE's schedule puts the total for a worker going through an OEP at Rs 22,200 (BEOE emigrant fee structure, checked 24 October 2026). Fees change, so confirm the current figures before you budget.
Ask for a written fee breakdown before any payment and keep the official receipts. If anyone asks a worker for large sums "for the visa" beyond the published schedule, treat it as a warning sign.
How do you verify a recruitment agency in Pakistan for Saudi Arabia?
Short answer: Search the agency’s licence number on BEOE’s official list of OEPs, confirm the name and address match, visit the office, and make sure every worker is registered with the Protector of Emigrants before travelling.
-
1
Check the licence
Search the number on the BEOE list of OEPs. Ours is OP&HRD/5147/RWP/2024.
-
2
Match the address
A licensed OEP works from the address registered with BEOE. Ours is 50-A/2, Satellite Town, Rawalpindi, and you’re welcome to visit.
-
3
Verify the visa
Ask for the visa number and check it on the official Saudi visa enquiry service before paying for anything.
-
4
Insist on Protector clearance
Registration with BEOE gives the worker life insurance and access to the Community Welfare Attaché in Saudi Arabia if the employer breaches the contract.
-
5
Get receipts
Pay official fees against official receipts, never in cash without paperwork.

Frequently asked questions about recruitment from Pakistan for Saudi Arabia
Is Dar Ul Ayesha licensed to recruit workers for Saudi Arabia?
Yes. Dar Ul Ayesha is an overseas employment promoter licensed by the Bureau of Emigration & Overseas Employment under licence OP&HRD/5147/RWP/2024. You can confirm it on BEOE’s public list of OEPs. We recruit for Saudi Arabia, UAE, Qatar, Kuwait, Oman and Bahrain.
How long does recruitment from Pakistan to Saudi Arabia take?
It depends on whether your visa is already issued, how many trades are in the batch, Takamol test slots and embassy processing. Single-trade batches with ready visas move fastest. We give every employer a written stage-by-stage schedule after reviewing the visa.
Do Pakistani workers need a Takamol test for a Saudi work visa?
Only if their visa occupation is on Saudi Takamol’s mandatory list. NAVTTC lists 108 approved trades, including electricians, plumbers, welders, HVAC technicians, construction trades and drivers. The assessment costs USD 50 and results are uploaded within 24 hours of a pass.
Who pays recruitment fees for workers going to Saudi Arabia?
Under Article 40 of the Saudi Labour Law, the employer pays the recruitment fees, the iqama and work permit and their renewals, profession change, exit and re-entry fees, and the return ticket at the end of the contract. In Pakistan, the worker pays the BEOE emigrant fees, which total Rs 22,200 through an OEP on BEOE’s current schedule.
What documents does a Saudi employer need to send to a Pakistani agency?
Usually the visa authorisation details, a demand letter, a power of attorney (wakala) in the agency’s name, and the job titles, salaries and terms for each trade. These are attested and used to obtain demand permission from the Protector of Emigrants. We send you an exact checklist once we know your visa type.
Can you supply a full crew for a Saudi construction project?
Yes. We recruit for one specialist or a full project crew, including mixed trades such as masons, steel fixers, shuttering carpenters, electricians, plumbers and drivers. Larger crews are usually tested and mobilised in batches by trade.
Is the GAMCA medical still required for Saudi Arabia?
Yes. The GCC medical once called GAMCA now runs through the Wafid platform. Workers book online and are examined at an approved medical centre, and the result is needed before the visa is stamped.
What is Protector clearance, and why does it matter to an employer?
Protector clearance is the Pakistani government’s legal registration of a worker’s foreign service agreement. It gives the worker life insurance, Overseas Pakistanis Foundation membership and help from the Community Welfare Attaché if the contract is breached. Workers on a work visa without it can be stopped at Pakistani airports, which delays your mobilisation.
