Dar Ul Ayesha is a licensed recruitment agency in Pakistan for Qatar. We source and trade-test skilled and semi-skilled Pakistani workers, then handle the Pakistani side of every hire for Qatari employers: demand permission from the Protector of Emigrants, Qatar Visa Center appointments, emigration registration and pre-departure briefing. Our licence is issued by the Bureau of Emigration and Overseas Employment (BEOE), and you can check it on the BEOE list of licensed promoters before you send us a demand.

If you run a contracting, facility management, transport or healthcare business in Qatar, this page covers the trades we supply, how a hire moves from your recruitment approval to arrival in Doha, who pays for what, and which Qatari labour rules should shape your plan. Why Qatari employers are hiring more Pakistani workers

Deployment from Pakistan to Qatar has grown fast. According to BEOE figures, 68,376 Pakistanis registered for jobs in Qatar in 2025, up from 40,818 in 2024, and 488,787 have registered for Qatar since 1971 (ProPakistani, July 2026). That made Qatar the second-largest destination for Pakistani workers in 2025, behind only Saudi Arabia.

Most of that demand falls in the trades we recruit. Qatar demands approved and published by BEOE during 2026 keep asking for the same roles: masons, carpenters, steel fixers, electricians, plumbers, painters, drivers and general labour (example BEOE demand).

Two things follow for you as an employer. Experienced Pakistani tradesmen with Gulf site exposure are available in volume, and Qatar has built its processes, including the Qatar Visa Centers in Pakistan, to move them efficiently. But you are also competing with other Qatari firms for the better candidates, so practical testing and clear, fair terms make the difference between a crew that stays and one that leaves.

How hiring workers from Pakistan for Qatar works

Every placement passes through two governments. Qatar controls the work permit and visa; Pakistan controls who may leave for overseas work and on what terms. This is the order we follow.

Qatar side Work permit and visa Controlled by the Ministry of Labour and the Ministry of Interior.
Pakistan side Who may leave, and on what terms Controlled by BEOE and the Protector of Emigrants.
Who handles each step: You (Employer) Dar Ul Ayesha Shared
  1. You (Employer)
    Recruitment approval in Qatar

Your company, registered for Ministry of Labour services, obtains labour recruitment approval for the trades and headcount you need. Approval is not automatic, so start here (Qatar Living guide).

  2. You + Dar Ul Ayesha
Demand letter and power of attorney

You issue a demand letter (trades, numbers, salary and benefits) and a power of attorney to Dar Ul Ayesha. We arrange the attestations Pakistani processing requires.

  3. Dar Ul Ayesha
    Demand permission in Pakistan

We file the demand with the Protector of Emigrants. After permission is granted, the demand is advertised, as BEOE rules require (BEOE).

  4. Dar Ul Ayesha
    Sourcing, screening and trade testing

We shortlist candidates, verify documents and send construction and electrical candidates for practical tests before you see them.

  5. You (Employer)
    Your selection

You interview the shortlist at our Rawalpindi office or online and confirm the names you want.

  6. Employer + Worker
Work visa and Qatar Visa Center

You apply to the Ministry of Interior for each work-entry visa. Using the visa reference number, the worker books a Qatar Visa Center appointment for biometrics, the medical test and signing of the employment contract (Gulf Times). We prepare candidates and coordinate the bookings.

  7. Dar Ul Ayesha + Worker
    Protector registration and briefing

The Foreign Service Agreement is registered with the Protector of Emigrants, the worker pays the BEOE fees through the bank and receives the Overseas Employment Certificate, then attends our pre-departure briefing.

  8. You (Employer)
Travel, residence permit and Qatar ID

Because the medical and biometric checks are done before departure, the QVC system is designed to let workers start soon after they land (Gulf Times). You complete the residence permit and Qatar ID in Doha.

We handle steps 2 to 7 on the Pakistani side through our emigration processing and visa documentation services.

Where are the Qatar Visa Centers in Pakistan?

There are two. Appointments are booked with the visa reference number (Marhaba).

Islamabad QVC 1-A, I&T Centre, G-6, Islamabad Closest to our Rawalpindi office
Karachi QVC Ground floor, 37-B, Block 6, Main Shahra-e-Faisal, PECHS (Marhaba)
Book on the official Qatar Visa Center website

Our Rawalpindi office is in the same twin-city area as the Islamabad centre, which keeps travel simple for candidates from northern Punjab and Khyber Pakhtunkhwa.

How long does recruitment from Pakistan to Qatar take?

It depends on two things on your side (how quickly your recruitment approval and visas are issued) and one on ours (how fast we can fill and test the trades). We confirm a schedule in writing once we have your demand. Use this table to see where the time goes.

Stage Handled by What drives the timing
Recruitment approval Employer, Qatar Ministry of Labour Company eligibility and quota; can take from several days to a few weeks
Demand permission Dar Ul Ayesha with the Protector of Emigrants Complete, correctly attested demand letter and power of attorney
Sourcing and trade tests Dar Ul Ayesha Trade, headcount and test-centre schedule
Interviews and selection Employer Your interview dates and decision speed
Work visa and QVC Employer (Ministry of Interior) and worker Visa issue and QVC appointment availability
Protector registration and travel Dar Ul Ayesha and worker Ticket date
Residence permit and Qatar ID Employer, in Qatar Whether QVC steps were completed before travel

One seasonal point: outdoor work in Qatar is banned from 10:00 to 15:30 between 1 June and 15 September (Qatar Tribune). If a large crew arrives in summer, plan the shift pattern before they land.

Most of these demands also list free accommodation, medical cover and transport, while food is often paid as an allowance. Treat the ranges as a market check, not a quote: pay depends on experience, project location and site conditions.

Qatar labour rules that affect your hiring plan

01 QAR 1,000 minimum

The minimum wage applies to every contract.

Contracts below QAR 1,000 basic are not approved by the Ministry (Lockton).

02 1–2 months notice

Workers can change employer.

Since August 2020 workers no longer need a no-objection certificate to change jobs. They give one month’s notice with two years’ service or less, and two months’ after that (Addleshaw Goddard). Retention now depends on fair pay and decent conditions, which is why we walk candidates through the contract before they sign.

03 10:00–15:30 ban

Summer heat rules.

Ministerial Decision No. 17 of 2021 stops outdoor work from 10:00 to 15:30 between 1 June and 15 September, and work must stop at any time if the heat-stress index (WBGT) passes 32.1°C (PreventionWeb).

04 3 weeks per year

End-of-service and leave.

Workers earn at least three weeks’ basic wage per year of service as gratuity, and three weeks’ paid annual leave, rising to four weeks after five years (Property Finder Qatar).

05 Local course + tests

Driving licences.

Pakistani licences cannot be converted in Qatar. New drivers must complete a course at a Qatari driving school and pass the tests (The Peninsula), so allow time before a new driver goes on the road.
